The Professional Occupation Permit
The Occupation Permit (OP) as Professional is the standard work permit for foreign nationals employed by Mauritius-registered companies. Administered by the Economic Development Board (EDB), this permit is designed for executives, managers, technical specialists, and other professionals who bring skills and expertise to the Mauritius economy.
The permit is valid for 10 years (renewable) and includes your spouse and dependent children. After 3 consecutive years, you become eligible for permanent residence.
Eligibility Requirements
Employment Contract
You must have a written employment contract with a Mauritius-registered company. The contract must comply with the Workers' Rights Act 2019 and specify the job title, duties, salary, working hours, benefits, notice period, and other standard terms. The employer must be a bona fide company with genuine operations in Mauritius.
Minimum Salary
The minimum basic monthly salary is MUR 60,000 (approximately USD 1,300). This threshold is the gross basic salary before tax and deductions. Allowances, bonuses, and other benefits are excluded from this calculation. For certain priority sectors (ICT, fintech, biotechnology), the EDB may accept lower thresholds, but this is assessed on a case-by-case basis.
Qualifications and Experience
You must possess qualifications and experience relevant to the position. While there is no formal minimum educational requirement, the EDB assesses whether your profile matches the job description. For senior positions, a university degree and several years of relevant experience are typically expected. Professional certifications (ACCA, CFA, CPA, PMP, etc.) strengthen applications.
Company Requirements
The employing company must:
- Be registered with the Registrar of Companies in Mauritius
- Be in good standing (no outstanding compliance issues)
- Demonstrate a genuine need for the foreign employee (i.e., the skills are not readily available locally)
- For GBCs, hold a valid FSC license
Application Process
- Job offer and contract — The employer issues an employment offer and prepares a contract compliant with the Workers' Rights Act
- Document collection — The employee gathers personal documents: passport, police clearance, medical certificate, CV, qualifications, and proof of experience
- EDB application — The employer (or their Management Company/agent) submits the application to the EDB online portal with all supporting documents
- Processing — The EDB reviews the application (typically 2-4 weeks) and may request additional information
- Approval and permit issuance — Upon approval, the Occupation Permit is issued. The employee can enter Mauritius and begin working
- Dependent permits — Dependent permits for spouse and children are processed simultaneously or shortly after

Tax Implications for Professionals
As a Mauritius tax resident, you are subject to Mauritius income tax on your salary and other income:
- Income tax — Progressive rates up to a maximum of 15%. Various deductions available (dependent relief, interest on housing loan, medical insurance, etc.)
- PAYE — Your employer deducts income tax at source through the Pay As You Earn system
- Social contributions — Employee contributions to NPF (3%), NSF (1%), and CSG (1.5%)
- No capital gains tax — Any investment gains are tax-free
- No tax on foreign income — Income from sources outside Mauritius that is not remitted to Mauritius is not taxable (for non-domiciled residents)

Renewal and Permanent Residence
The Professional Occupation Permit is renewable every 10 years. Renewal requires a valid employment contract and confirmation that the salary threshold continues to be met. After 3 consecutive years, you can apply for Permanent Residence, which grants indefinite residence rights regardless of employment status.
Employer Obligations
Employers of foreign professionals must comply with all provisions of the Workers' Rights Act 2019, including providing a written employment agreement, paying at least the minimum salary threshold, making all social security contributions, and providing statutory leave entitlements.
